The department at a glance
Want to become a firefighter in St. Catharines? Start with the qualifications, then plan the screening and application steps in the right order. This is an evergreen guide to career suppression recruitment, with dated notes where a particular competition matters. St. Catharines has its own process. Do not assume that a test booked for another Niagara municipality, a generic first-aid certificate or a neighbouring department’s interview format will automatically meet its requirements. Use the City’s current recruitment page and your candidate instructions as the final checklist.
More than firefighting
St. Catharines Fire Services covers suppression, prevention, communications and training. The City identifies technical work including high-angle, water, ice and industrial rescue, alongside medical response, hazardous materials incidents and vehicle extrication. Prevention includes inspections, fire investigation and public education. Its six-hall network includes a rebuilt Station 2, officially opened in July 2025. The project introduced dedicated gear decontamination space and accessible, inclusive amenities. The 2025 asset plan described five operating halls during reconstruction, with six upon Station 2’s return—an important distinction when reading older department profiles. For applicants, connect your preparation to this work: disciplined equipment checks, contamination control, safe practical skills, clear public communication and reliable teamwork. Explain what you have done and learned, without implying that holding a course certificate guarantees a specialty assignment.
Pay & working pattern
First-class firefighter — annual base rate · $123,214 per year
Effective July 1, 2026
Awarded annual base rate effective July 1, 2026 (January 1, 2026 rate: $121,241). Source: July 28, 2025 interest arbitration award, salary clause 3. This is first-class pay, not probationary starting pay, total 2026 calendar-year earnings or take-home pay. Overtime and other compensation are separate.
The City identifies 24-hour shift work. Prepare for nights, weekends and holidays, and verify the actual rotation and employment conditions in the current posting or offer.
St. Catharines firefighter salary and progression
First-class annual base pay is $123,214 effective July 1, 2026, following $121,241 from January 1. These rates come directly from the July 28, 2025 interest arbitration award. They describe the annual rate at each date, not a firefighter’s actual calendar-year earnings.
Fourth-class pay is 70% of first class from January 1, 2026 under the award: calculated at the July rate, that is $86,249.80 annually. Probationer is a separate classification. The predecessor agreement lists it at 65%, with an actual July 2023 rate of $70,415.15. Applying that older 65% differential to the July 2026 first-class rate gives an indicative $80,089.10. This probationer amount is a calculation using the predecessor differential, not a separately verified current starting-pay quote; confirm it against the current wage schedule or offer.
Sunshine List entries report an individual’s disclosed earnings and may reflect overtime, retroactive adjustments or other payments. They should not be used as a recruit wage grid. Likewise, hourly pay multiplied by 42 hours and 52 weeks is only useful when those hours are the agreement’s correct annualization basis. Use the published annual rates here for comparison, and check your classification, effective date and premiums when reviewing an offer.
Minimum qualifications
Check every item against the current City posting. A certificate’s name, level and expiry matter; resolve uncertainty before your testing appointment.
- 01Education
- Grade 12 diploma. Bring the original qualification or accepted equivalent for verification as directed.
- 02Driving licence
- Ontario Class D with Z endorsement, or an accepted class permitting Class D vehicles with the Z endorsement. Do not import another municipality’s demerit-point rule.
- 03Basic Life Support
- Current BLS Provider certification is specifically listed. Check that your certificate meets this requirement; do not assume CPR C alone is equivalent.
- 04Standard First Aid
- The City specifies Standard First Aid Level C, valid at application. Track its renewal separately from BLS.
- 05Firefighter certification
- NFPA 1001 Firefighter Levels I and II are listed. Prepare clear proof of both.
- 06Operational readiness
- Meet the required medical, physical and mental demands, follow safety procedures and be ready for 24-hour shifts. Address accommodation questions directly with the City or assessment provider.
What strengthens your application
The City lists additional education, emergency-services training and trade qualifications as assets. Explain their relevance with evidence rather than treating them as a substitute for mandatory qualifications.
Post-secondary education
Highlight relevant learning and keep the diploma or degree available.
Additional fire or emergency training
Show how you have applied the learning, not just the course title.
Trade qualifications
Explain practical skills, safe work habits and problem-solving experience.
Aptitude & physical testing
The City lists seven FSO screening components. Keep the written exam, physical ability, clinical measures and other screening requirements distinct when planning your preparation.
FSO CPS exam
FSO identifies its firefighter entry-level written test as CPS. Multiple-choice questions cover oral information, reading, mathematics and mechanical aptitude. Its stated pass mark is 70%; calculators, phones and smart watches are not permitted. Practise on paper without a calculator.
CPAT and clinical screening
CPAT consists of eight continuous events with a 10 minute 20 second limit. Clinical assessment is a separate component. Review the official CPAT orientation and prepare for both; completing one does not replace the other.
15-minute unassisted tread
FSO requires a vertical position with the head above water for 15 consecutive minutes. Swimming, floating on your back, submerging or touching the pool wall or ropes results in failure. Use qualified supervision when practising.
Medical, heights and resiliency
The City’s package also includes medical screening, acrophobia and Emotional Stability and Resiliency assessment. FSO’s medical component covers hearing and vision; its heights assessment uses a 30-foot ladder. Read the confirmation email for advance tasks and required documents.
Check one-day and reuse rules
The archived 2025 FSO instructions say to book all tests in one day and give a separate ESR deadline. Prior-results candidates needed the core four together on one day. Obtain confirmation of acceptance before relying on earlier certificates. Clinical results generally last six months and other core components one year; municipal rules can be shorter.

Use this order to organize your preparation. The current City instructions govern progression, deadlines and any additional assessment.
- 1
Screening
FSO first
The City’s documented route starts with qualification verification and screening through FSO. Follow the current instructions for booking and package delivery.
- 2
Application
Apply online to the City
Successful screening candidates then apply through the City’s career system during the advertised window. Answer the questions fully and attach the requested resume.
- 3
Interviews
Follow the invitation
The City says interviews may be virtual or in person, with additional testing possible. No fixed MMI format or number of rounds was verified for this guide.
- 4
Conditions
Complete checks when directed
Expect driving, vulnerable-sector, employment-reference and medical checks. The City covers the pre-employment medical examination; travel is the applicant’s responsibility.
- 5
Selection
Offer or eligibility list
The City may retain an eligibility list for up to 24 months. A place on a list is not a guaranteed job, and further interviews or testing may be required.
Prepare evidence, not just a list of courses
Build a simple document tracker with the qualification, certificate name, expiry date and submission location. Keep original documents safe and prepare readable copies with clear filenames. Write your resume around responsibilities and evidence: what you maintained, who you helped, which decisions you made and what you learned.
For interviews, practise explaining a real example of teamwork, a mistake you corrected, a stressful interaction and a practical problem you solved. Set the scene briefly, focus on your actions and explain the outcome. Examples from trades, customer service, school or community work can be useful; they do not all need to involve an emergency.
Research St. Catharines itself and the service’s different divisions. Connect your interest to the work you would actually do. These are independent preparation suggestions, not predicted interview questions or a City scoring rubric.
Your application checklist
Use this preparation checklist alongside the current posting. Checking an item does not confirm eligibility.
Recruitment status and historical dates
Reviewed October 25, 2026. The City’s firefighter recruitment page states that applications are currently closed. No future application window, recruit-class size or start date was verified. This guide helps you prepare between competitions; it is not a live vacancy announcement.
FSO’s archived St. Catharines instructions describe an autumn 2025 competition. A linked application checklist still contains earlier 2025 dates. Neither should be used as a schedule for a future intake. When a new competition appears, compare its City application window, test booking deadline, ESR deadline and document-submission rules before making arrangements.

Common questions
Guidance for St. Catharines applicants. Confirm details with the referenced official sources and current posting.
Is St. Catharines hiring firefighters now?
At the October 25, 2026 review, the official recruitment page said hiring was closed. No next application date was verified. Check the City’s current jobs rather than treating an old FSO schedule as an upcoming intake.
Does St. Catharines use CPS or FACT?
Its documented route uses FSO screening. FSO identifies its entry-level aptitude examination as CPS. Check the current competition before assuming an OFAI FACT or NTN result will substitute.
Do I need BLS as well as First Aid?
Yes. The City lists BLS Provider and Standard First Aid Level C separately. Keep both valid and bring the required evidence. If your training has a different name or level, seek confirmation before relying on it.
Do I test before applying to the City?
The City describes FSO screening as Phase One, followed by the online application. Complete both tasks under the live competition instructions; registering for testing alone is not a City application.
Can I reuse FSO results from another recruitment?
Acceptance depends on the City’s rules and your testing history. FSO generally gives clinical results six months and other core components one year, but municipalities may require shorter periods. Ask FSO to confirm which components and same-day conditions apply.
Is the interview an MMI?
No official MMI format was verified. The City says the interview process may include virtual and in-person interviews and that additional testing may be requested. Follow your own invitation rather than importing Burlington’s format.
Does an eligibility list guarantee a job?
No. The City may maintain a list for up to 24 months and contact candidates for later vacancies. Further assessment or checks may still be required. Keep qualifications current and continue monitoring your email.
How much do St. Catharines firefighters earn?
The published arbitration award sets first-class annual base pay at $123,214 from July 1, 2026. Fourth class is 70% of first class, calculated as $86,249.80 at that rate. Probationers are a separate classification; see the salary section for the predecessor agreement’s 65% differential and a clearly labelled calculation. Confirm current recruit starting pay with the City rather than using Sunshine List earnings.
