01

The department at a glance

Thinking about becoming a Waterloo firefighter? Start with the documents you need to be eligible, then plan your testing and application. This guide covers career hiring with Waterloo Fire Rescue and gives you a practical way to prepare between competitions. Waterloo, Kitchener and Cambridge have separate municipal fire departments; applying to one is not an application to the others. Use the live City posting as your final checklist. Recruitment dates and certificate rules can change. Historical dates below help explain previous intakes and do not announce a new opening.

More than firefighting

Waterloo Fire Rescue serves the City of Waterloo from four stations. Its published role includes emergency response, inspections, public education, training and equipment care. A useful application should show how you contribute to that whole job. Research the neighbourhoods and buildings you would serve, then connect your experience to practical responsibilities: communicating clearly with residents, following procedures, keeping equipment ready and supporting a crew through routine work as well as emergencies. A certificate shows training; a specific example shows how you use it.

Pay & working pattern

First-class firefighter — annual base rate · $119,632 per year

Effective January 1, 2026

2026 annual base rate from Article 9.2, printed page 17. Probationary pay is $71,779. See the salary section for the progression; overtime and recognition pay are additional.

The agreement describes a four-platoon system averaging 42 hours weekly, with 24-hour duty shifts. Check the current posting and offer for your assigned schedule.

Waterloo firefighter salary and progression

Article 9.2 of the City/WPFFA agreement lists these annual base rates effective January 1, 2026 (printed page 17):

  • Probationary firefighter (60%): $71,779 per year.
  • Fourth-class firefighter (70%): $83,742 per year.
  • Third-class firefighter (80%): $95,706 per year.
  • Second-class firefighter (90%): $107,669 per year.
  • First-class firefighter (100%): $119,632 per year.

Probation lasts 12 months. Articles 9.3–9.4 require at least 70% in practical, oral and written examinations for progression, followed by the same process after a full year in each subsequent class. Advancement is conditional.

Use the published annual amounts rather than multiplying rounded hourly rates. Overtime and recognition pay affect actual earnings; Sunshine List totals are not starting salaries. The agreement’s stated term ends December 31, 2026. Check for updated rates before a later intake.

02

Minimum qualifications

Start with the City’s published baseline below, then compare it line by line with the next live posting. A future competition can specify different evidence, equivalencies or deadlines.

01Basic eligibility
Age 18 or older, legally entitled to work in Canada, with Grade 12/OSSD or equivalent.
02Firefighter and hazardous-materials certification
NFPA 1001 Levels I and II, plus NFPA 1072 or NFPA 472 Operations, with the accepted IFSAC or Pro Board seals.
03OFAI certificates
Valid CTS certificates for all three stages are listed by the City. Check the live posting’s individual assessment and swimming requirements.
04Emergency Medical Responder
EMR certification or an accepted equivalent. Ask the City to confirm an equivalency rather than assuming any first-aid course qualifies.
05CPR Basic Life Support
Valid CPR-BLS is listed separately from EMR. Check the level printed on your certificate.
06DZ licence
Valid Ontario DZ in good standing. Keep the licence and abstract evidence ready.
07Driving record
Maximum 3 demerit points and 2 convictions in the previous 36 months; no driving-related Criminal Code convictions in that period or ignition-interlock restrictions.
08Timing and proof
Meet and maintain the requirements before the application deadline and through selection. Attach the requested certification evidence.
03

What strengthens your application

Preferred qualifications can strengthen an application but do not replace mandatory credentials. Make your evidence easy to assess: what you learned, where you used it and what you contributed.

Emergency Vehicle Technician

EVT is a preferred qualification. Explain relevant inspection, maintenance or diagnostic experience accurately.

NFPA 1002 pump operations

The City identifies Fire Apparatus Driver/Operator as preferred. Describe the training you completed and your actual responsibilities.

Trades and firefighting experience

Show practical problem-solving, safe work habits and lessons from career or volunteer service. Avoid relying on job titles alone.

Service, communication and teamwork

Use a specific example of helping the public, working through disagreement or improving after feedback. Connect the result to how you would contribute to a crew.

04

Aptitude & physical testing

Plan for the full OFAI package Waterloo requires. Written aptitude, physical ability, technical skills and swimming are different assessments. Check each component and expiry rather than relying on a broad stage label.

Written aptitude

OFAI Stage One — FACT

OFAI describes 110 multiple-choice items in up to three hours: reading, mathematics, map reading, writing and personal characteristics. Results are pass/fail. Use original practice to build your skills; do not try to memorise purported live questions.

Hearing, vision and fitness

OFAI Stage Two

Track hearing, vision and the Encapsulated Treadmill Test separately. OFAI’s current vision process uses its form with your own eye-care professional, followed by account upload. Hearing/vision certificates have two-year validity; ETT has six months. Check municipal acceptance dates as well.

Physical ability

OFAI Stage Three — FPAT

Six job-related events must each be completed safely and within their time limits. FPAT is distinct from technical skills. Review the official familiarization and preparation guidance; build consistent conditioning with appropriate supervision.

Practical skills

OFAI Stage Three — technical assessment

The assessment covers six evolutions across two sections. Review OFAI’s current guides for the skills, instructions and retest rules. Practise safe fundamentals with qualified instructors rather than treating fitness alone as preparation for technical assessment.

Swimming and booking

Verify the complete certificate package

An archived copy of Waterloo’s 2026 posting includes an OFAI swim certificate. OFAI now labels swimming separately as Stage Four: a 10-minute unassisted tread followed by a 100-metre swim within five minutes. Check the next City posting and OFAI account for the exact requirement. Do not import an FSO one-day rule.

05

The recruitment process

Use these milestones to organize your preparation. This is a practical outline, not a guaranteed future recruitment sequence; the current posting and City invitations determine order, timing and any additional assessment.

  1. 1

    Apply online

    Submit a complete application

Save the posting, combine your resume and cover letter as directed, upload the requested certificates and complete every required field. Retain the Talent Pool Builder confirmation and check junk mail.

  2. 2

    Screening and interviews

    Follow the City’s invitation

The City’s general hiring guidance describes behavioural and technical questions with at least two interviewers, in person or by Teams. No firefighter-specific MMI format or fixed number of rounds was verified. Your invitation controls the details.

  3. 3

    Further assessments and checks

    Complete each condition when directed

The archived 2026 posting requested at least three employment references. Use the new fire posting’s instructions if they differ from the City’s general hiring guidance.

  4. 4

    Offer and employment

    Read the conditions carefully

Confirm your start date, wage classification, training arrangements and all outstanding conditions in writing. Passing tests or receiving an interview does not guarantee an offer. Keep required credentials current.

Connect your preparation to Waterloo’s work

Waterloo’s Fire Master Plan discusses high-density redevelopment, high-rise buildings, Highway 85 and light-rail infrastructure. It also calls for firefighters to contribute to prevention and public education. Use those themes to research the community thoughtfully: how do you explain safety to someone unfamiliar with it, learn an unfamiliar building or support safe decisions around traffic? These are preparation prompts, not predicted interview questions.

Build an evidence bank with a real example of teamwork, a mistake you corrected, a difficult public interaction and a practical problem you solved. Explain your responsibility and actions, then the result and what you learned. You can draw on trades, work, school or community service. Connect the example to the role without pretending every experience was an emergency. Prepare supervisors who can speak to those habits, and follow the fire posting’s reference instructions.

06

Your application checklist

Use this preparation checklist alongside the current posting. Checking an item does not confirm eligibility.

Recruitment history and the next application window

Reviewed October 26, 2026. No upcoming 2027 career application window was verified. Archived third-party copies show applications January 20–February 7, 2025, and January 15–February 4, 2026. These are historical competitions, not a current invitation to apply. Two January openings give candidates a useful planning cue but do not establish an annual hiring promise.

The published Fire Master Plan describes a phased staffing expansion that included four additional firefighters in 2027, subject to the budget process. That is planning context, not a confirmed vacancy count, recruitment date or offer. Prepare qualifications ahead of time, then check the City’s current jobs and the new posting for the actual competition.

08

Common questions

Guidance for Waterloo applicants. Confirm details with the referenced official sources and current posting.

Will Waterloo recruit firefighters in January 2027?

No 2027 application window was verified at the October 26, 2026 review. Archived postings show January openings in 2025 and 2026; that history is a reason to prepare, not confirmation of another January intake. Check the City’s current jobs.

Does Waterloo use FACT, CPS or NTN?

The published route is OFAI, whose Stage One written assessment is FACT. Do not buy or book a CPS or NTN assessment on the assumption it substitutes for the OFAI certificates Waterloo requests.

Do I need both EMR and BLS?

Waterloo lists EMR or an accepted equivalent and valid CPR-BLS separately. Check both documents. If your qualification has a different name, obtain clarification rather than assuming Standard First Aid or CPR C alone meets the requirement.

Is OFAI technical skills required?

The City lists all three OFAI stages. The archived 2026 posting also names the Stage Three technical-skills certificate explicitly. Keep FPAT and technical skills separate in your document tracker; one does not replace the other.

Does Waterloo require a swim certificate?

The archived 2026 posting lists OFAI swimming. OFAI currently calls swimming Stage Four and makes it recruitment-dependent. Confirm the next City posting’s exact certificate requirement and expiry rather than assuming the words “all three stages” settle the question.

Can I use older OFAI certificates?

Check the actual expiry of each component and the municipality’s acceptance rules. Certificate windows differ. A previous successful test or a booked renewal is not proof that you meet the current application deadline.

What is the firefighter salary in Waterloo?

The January 2026 grid lists $71,779 for probationers and $119,632 for first class annually. The salary section shows the intervening classifications and advancement conditions. These figures exclude additional compensation.

Is the Waterloo firefighter interview an MMI?

No firefighter-specific MMI format or fixed number of rounds was verified. The City’s general interview guidance describes behavioural and technical questions. Practise complete examples, but follow your invitation for the actual format, timing and assessment instructions.
