How to become a Whitby firefighter
- 1
Check the six OFAI results and your swim
Make a list of each component, issuer and expiry date. The 2026 posting treated the swim separately and allowed the Town to arrange it for top candidates who did not already have a valid result. Confirm the next intake’s rule.
- 2
Prepare the application before a posting opens
Keep a current résumé and legible education, fire training, licence and first aid documents. When you apply, check every Workday field and screening question rather than relying on résumé autofill.
- 3
Practise explaining and doing
Prepare real examples for a behavioural and situational panel interview. Keep your practical firefighter skills current too: Whitby’s 2026 process included a separate hands-on assessment after the panel.
The department at a glance
Whitby recruits full-time career firefighters through the Town’s online hiring system. Its 2026 advertisement required six OFAI components and a separate accepted swim result, then described qualification checks, a panel interview and a practical assessment. Start by checking your certificates, first aid dates and DZ licence. This guide uses that intake to help you prepare, alongside the current wage agreement and the Town’s standing recruitment information. A new competition may change the details.
More than firefighting
Whitby Fire and Emergency Services works from five fire halls serving Whitby and Brooklin. Firefighters respond to fires, medical emergencies and rescues, including hazardous materials, water or ice incidents and confined spaces. The work between calls matters too: training, apparatus checks, maintenance and public education. The department’s stated values are compassion, integrity and excellence; prepare examples of how you have put those qualities into practice.
Pay & working pattern
First-class firefighter — annual base · $123,394 per year
Effective July 1, 2026
Probationary base pay is $74,036 per year. The July 1, 2026 grid also lists fourth class at $86,376, third class at $98,715 and second class at $111,055. First class is $123,394. These are the printed annual rates in Schedule A of the 2024–28 agreement, before overtime and other additions.
The 2024–28 collective agreement sets a four-platoon suppression schedule averaging 42 hours a week, with 24-hour shifts beginning at 7:45 a.m. It defines a twelve-month probationary period. Expect rotating work that includes weekends and holidays, with ongoing learning and performance expectations after recruit training.
Minimum qualifications
These qualifications follow the 2026 Town advertisement preserved in an archived copy. Check them against the next official posting, particularly the accepted education route, certificate dates and swim instructions.
- 01Work eligibility and secondary school
- Be legally entitled to work in Canada and hold an Ontario Secondary School Diploma, Grade 12, or equivalent.
- 02Recognized firefighter education
- The 2026 posting accepted certification from a recognized or accredited pre-service firefighter program, or an NFPA 1001 Firefighter I/II certificate from an IFSAC- or Pro Board-accredited institution. Proof was requested at interview. Confirm the wording in the new posting.
- 03Six OFAI components
- Provide completion evidence for FACT, hearing, vision, the encapsulated treadmill assessment, FPAT and the technical skills assessment. Check validity and documentation requirements for the competition you enter.
- 04Accepted swim test
- The 2026 advertisement required a valid swim test from an accredited Ontario fire testing institution. It said the Town would arrange dates for top candidates without a valid swim result; successful completion was still required.
- 05Standard First Aid, CPR C and AED
- The 2026 posting required current Standard First Aid and CPR C with AED certification, within twelve months before the posting’s closing date. Check the next intake’s recency rule rather than relying only on the expiry printed on your card.
- 06Unrestricted DZ licence
- Hold a valid, unrestricted Ontario Class D licence with Z air-brake endorsement and a driving record that meets the Town’s corporate standard.
- 07Communication, fitness and shift availability
- Be able to communicate clearly in English under pressure, work with a crew in hazardous conditions, sustain demanding physical effort and work rotating shifts, including nights, weekends and holidays.
What strengthens your application
The 2026 posting identified these backgrounds as assets. Give concrete examples of what you did and how it prepared you for the work; a certificate title alone does not tell the reviewer much.
Physically demanding and mechanical work
The posting listed construction, general labour, farming, trades, mechanical work and large vehicle operation. Describe your tasks, tools and safe working practices.
Fire and emergency-service experience
Municipal fire suppression, prevention, public education and other emergency-service experience were assets. Explain your responsibilities and what you learned from working with a team.
Higher medical and swimming qualifications
Advanced first aid or medical training, and a swimming qualification such as Bronze Medallion or higher, were preferred backgrounds. These do not automatically replace the mandatory first aid or swim documents.
Ongoing community involvement
The Town listed a demonstrated commitment to community service, charitable work or volunteering. Show the work you have sustained and the people you served.
Aptitude & physical testing
Separate the OFAI package from the Town’s own selection stages. The 2026 posting listed six OFAI components, an accepted swim test and a later practical assessment. The Town’s standing page also refers to an invited written assessment; use your invitation for its actual format and rules.
The written component in the 2026 OFAI package
FACT is the Firefighter Aptitude and Character Test. Prepare reading, mathematical reasoning, map reading and writing skills, and answer personal-characteristic questions honestly. Read OFAI’s current candidate instructions for the official format and test-day rules.
Hearing, vision and encapsulated treadmill
Keep evidence for all three components and check their individual dates. Follow the official preparation and medical instructions; do not assume one certificate or booking covers the full requirement.
FPAT and technical skills
The 2026 posting required both the physical aptitude and technical skills assessments. Whitby also described a later Town practical assessment in the same recruitment. Completing OFAI Stage 3 did not remove that selection stage.
A separate accepted swim result
The 2026 wording accepted a valid result from an accredited Ontario fire testing institution and provided Town-arranged dates for top candidates without one. It still required a successful result. Confirm the accepted provider, validity and timing in your own posting.
Written test preparation
Build your FACT skills before test day
Use timed practice to find where you lose time, then review the reasoning behind your mistakes. Focus on reading, math, map reading and writing; answer character questions honestly. Our original material is independent practice, and does not replace OFAI’s instructions or the Town’s assessment invitation.

The stages below follow the archived 2026 advertisement. They are useful preparation for a future intake, but dates, assessment details and the order of selection can change. Follow the live posting and instructions sent directly to you.
- 1
Apply through Workday
Find the competition on the Town’s careers portal, complete every application section and screening question, and upload the requested documents.
The 2026 posting included a linked Predictive Index behavioural assessment in the screening questions. Complete any such step as directed, answer honestly and save the submission confirmation.
- 2
Verify qualifications
Selected applicants were asked to document the qualifications listed in the advertisement at interview. Keep readable copies and originals available as directed.
Use accurate dates and certification names. Keep your references’ contact details current and let them know you are applying; follow the Town’s instructions on which references to provide.
- 3
In-person panel interview
The 2026 panel included WFES and Human Resources representatives. Questions were behavioural and situational, drawing on experience, competencies and personal attributes relevant to the job.
Prepare examples of teamwork, safe judgement, receiving feedback and serving someone who needed help. Explain your own actions and the result.
- 4
Town practical assessment
Selected candidates progressed to hands-on firefighter skills assessed against NFPA 1001 Firefighter I and II requirements.
The 2026 posting described sessions of about two to two-and-a-half hours, with a maximum of fifteen minutes per evolution. These were intake-specific instructions. Listen carefully, follow evaluator directions and keep safety ahead of speed.
- 5
Conditional offer and employment checks
The 2026 offer stage included a psychological assessment, an accepted swim result, vulnerable-sector check, driver’s abstract and reference check.
Follow the Town’s directions on arranging and submitting checks. The collective agreement defines twelve consecutive months of probation for new employees.

Common questions
Guidance for Whitby applicants. Confirm details with the referenced official sources and current posting.
Is Whitby hiring firefighters now?
No career firefighter position was visible on the Town’s Workday portal when checked November 5, 2026. The reviewed 2026 advertisement closed August 9. Check the official portal for new postings or set a job alert; no next application date is verified here.
Does Whitby use FACT or CPS?
The 2026 posting listed FACT through OFAI among its six required components. The Town’s standing recruitment page also refers to a written assessment arranged by invitation, without identifying the publisher. Do not assume that invitation means CPS, or that an OFAI certificate replaces any additional assessment the Town requests.
Do I need all three OFAI stages?
The 2026 advertisement listed FACT, hearing, vision, the encapsulated treadmill assessment, FPAT and technical skills—the six components across OFAI Stages 1–3. Read the next posting for the accepted certificates, validity dates and when proof is due.
Does my swim test have to be through OFAI?
The 2026 wording was broader: a valid swim test from an accredited Ontario fire testing institution. It also allowed Town-arranged dates for top candidates without a valid result. That does not mean every swim credential is accepted; confirm the provider and test named in your competition.
Is Whitby’s interview an MMI?
The archived 2026 posting describes an in-person panel with WFES and Human Resources, using behavioural and situational questions. It does not establish an MMI or a fixed response time. Prepare clear, specific examples and follow the format in your invitation.
Is the Town practical assessment the same as OFAI Stage 3?
They were separate requirements in the 2026 process. The posting required OFAI physical and technical components and later described an in-person Town practical assessment based on NFPA 1001 Firefighter I/II. Its stated session length was about two to two-and-a-half hours, with up to fifteen minutes per evolution. Those timings belong to that intake.
How much do Whitby firefighters earn?
Schedule A of the 2024–28 agreement lists first-class annual base pay of $123,394 and probationary pay of $74,036 from July 1, 2026. Fourth, third and second class rates are $86,376, $98,715 and $111,055. These are base rates, so an employee’s salary disclosure or total earnings can be higher because of overtime and other additions.
What should I prepare while waiting for the next intake?
Keep a document list with issuers and expiry dates, review the accepted education route, maintain your DZ and first aid qualifications, and plan OFAI renewals. Build fitness and water confidence, refresh practical skills and prepare examples for the panel. Budget for testing, renewals, documents and travel, and check current prices before booking.
